The task force, comprised of parents and professionals, began working in the spring of 2002, and their efforts have culminated with this initial report. Because of the extraordinary need for respite care, the task force examined the availability of public and private respite services in Delaware, model programs throughout the nation, and pending national legislation on lifespan respite care. The study focused on the children’s and families’ experiences from the time the children were born until the children entered kindergarten. Project activities focus on two areas: piloting a model for coordinating and providing services for these children; and facilitating the adoption of a system of care approach in the larger child-serving system. This is the final evaluation report and focuses on the key findings of the evaluation of F.A.C.T.’s efforts through the end of state FY2005. This compendium provides a compilation of reports of the various analyses of the evaluation data collected on the F.A.C.T. project through June 2005, covering the following areas: background characteristics of families and children served by the project, patterns of service use among F.A.C.T. children, children’s progress and outcomes, legal involvement among F.A.C.T. children, challenges facing F.A.C.T. families, satisfaction with the project, implementation of the system of care, and costs of providing services in F.A.C.T.
