Description
This file and the next two document just about every aspect of the process of legislating. Saulsbury proposed this bill to restrain property holders from taking advantage of the war situation and charging excessive rents. The file includes letters from property holders, renters, other legislators, government employees, and concerned citizens. Includes amendments and newspaper clippings on the legal challenges to the bills.
