In the fall of 1999 the University of Delaware's Center for Community Development and
Family Policy conducted a needs assessment for the Hedgeville area of Wilmington consisting of a field survey of businesses, organizations and vacant properties, face-to-face interviews of the managers and owners of businesses and organizations, and a mail-in survey of residents. For purposes of this study, the Hedgeville neighborhood is defined as the area within Census Tract
