Description

Although the descriptive analysis reported in the pages that follow was done substantially after the event and the gathering of data, the work seems justified for two reasons. One, (even at the present day) there are only a very limited number of descriptive case accounts of organizational behavior in disasters such as earthquakes. This case study adds to that limited total. Two, a historical description, such as this account, will allow comparative analyses to be made which will allow identification of universal features from particular historical characteristics. As such, while this historical case study may be of prime interest to social historians, it can be used, as part of a larger data base, by social scientist interested in non-historical generalizations.
