Foreign Service officers expected to carry out instructions of State Department; government service apt to be too impersonal; orders handed down by those in higher authority with little consideration for personal problems or opinions of subordinates; tendency of Department of State has been to avoid this mistake; Department realizes its officers must feel they have the confidence and support of their superiors and should be encouraged to show initiative; promotions not always possible, but should be given when due or feasible, and recognition should be given for good work.
