Intergovernmental Refugee Committee a mistake; should have helped present League Commission rather than set up separate organization; [Myron] Taylor a tower of strength; wants to help refugees, but realizes refugee problem must not be used as a pawn in the game of economic negotiations; [George] Rublee, director of the Committee, a great lawyer, but not interested in U.S. economic policy; Rublee would like to get the job done and come home, using whatever means necessary; he wishes to go to Germany and deal directly with the government there; Geist is authorized to meet Rublee in London before Rublee goes to Germany; Rublee must be made to understand that he is acting for the Intergovernmental Committee and not the U.S. government, and that he may make no commitments that will lead to economic or trade negotiations, which is what Germans are counting on; glad Ambassador [Hugh R. Wilson] will not be in Germany when Rublee goes; disappointed with Wilson's attitude; seems to condone all Germany has done and would not be averse to opening trade negotiations with Germany; he is a career man and we should not expect from him "the vagaries of a free-lance like [Joseph P.] Kennedy." | en_US |
