| Description | In this paper we explore the conditions associated with the emergence of non-emergence of citizen groups in disaster threat situations. A structural approach is utilized to determine which factors do (or do not) create a collective behavior situation from which citizens organize into small action groups. Drawing upon field data from a larger nationwide study of such emergent groups, we advance a series of hypotheses about those conducive social structural conditions. | en |
