Description
A bill by Saulsbury whereby foreign ships would be allowed to register under the U.S. flag. Includes bills and amendments, piloting rules for several major ports and waterways, related arguments of the Senate, and some newspaper clippings. Also one seemingly unrelated cartoon depicting Saulsbury's efforts to improve Rock Creek Park in D.C.
