Has been working hard since return in July; the Department will be getting report of the Naval Court of Inquiry on the Panay matter in a day or two; public opinion seems to have solidified in the right direction; war between Haiti and Santa Domingo was avoided only with difficulty, but the situation was handled well from Washington.
