Abstract
This project was funded by the Delaware Department of Services for Children, Youth and Their Families (DSCYF). The purpose of this project is to review the provision of education for youth in
secure residential facilities and to make recommendations related to policy, learning environment, staffing, curriculum, and instruction. To complete this project, IPA staff conducted observations at the secure residential facilities, held interviews with DSCYF staff and leadership, reviewed current policies, and summarized best-practice research in Delaware and other key states for comparison. IPA is committed to working with organizations that engage with, teach, and support vulnerable student populations.
