Abstract
Description
Bill to allow warships of belligerents to enter U.S. ports (for purposes other than rearming). Many letters condemning Saulsbury for supporting this bill as pro-war or anti-German. Bill to prohibit U.S. ships from leaving U.S. ports armed while U.S. is at peace.
