This manual supplements this program guide with more specific guidelines and background to help you prepare a nomination. Organized in two parts, Part I introduces the program, describes the nomination process, and presents several concepts and definitions about roads that are useful background for preparing a nomination. Part II explains how to develop the nomination in four steps or “decision points.”
