The BPOA specifically addresses energy and climate
change issues in two sections, in Section I: Climate Change and Sea Level Rise and in Section VII: Energy Resources (United Nations, 1994). These sections focus on the links between energy and climate change policy, and we examine both issues in terms of these links. Below we inventory these developments and discuss policy strategies that can build upon the BPOA.
