Disaster researchers have frequently argued that poor people are more vulnerable to hazard
threats and disasters than are those with greater economic resources. In this sense, vulnerability can
be defined as exposure to potential harm from the effects of the disaster agent on the built
environment. Vulnerability, then, can be said to arise from spending large parts of one's everyday
existence in older, substandard structures or in densely populated, often inner-city, areas.
