Delmarva Power & Light (DPL) is a private, for-profit utility whose main responsibility is the transmission and distribution of electric power within its service area. This document attempts to explain the role that investments have in DPL’s rate requests. Dozens of issues are addressed in each request to raise rates, and this document cannot address every one. It will instead address only the role of investing in the grid.
