Description
Mexican government invited U.S. and British companies to explore and develop oil fields in Mexico; land bought or leased by companies; development and operation of oil fields provided many benefits for Mexico-tax revenue, compensation for sale or lease of land, employment with high wages for many Mexican workers; in March 1938 Mexican government, under President Cardenás, confiscated oil properties without compensation to owners, in defiance of Mexican law, international law,and past agreements; Cardenás tried to justify seizure as a social measure; Secretary Hull protested.
