Busier than ever since declaration of war; nothing could have consolidated opinion in U.S. more than Japan's attack; will not speculate as to length of war but eventual victory is certain; commends van Cauwelaert for recent trip through American republics; believes van Cauwelaert has made real contribution; Cuba's reaction to war has been 100 percent for U.S.; has been happy in Cuba and regrets leaving; going to more difficult post in Mexico; will be in Washington end of December and return to Havana before going to Mexico; if in New York, will try to see van Cauwelaert; noted with interest what van Cauwelaert said about Belgian Chargé d'Affaires in Mexico.
