Description[Eduardo] Suárez, Minister of Finance, called at Embassy yesterday; said he was leaving that evening for New York to discuss with bondholders' committee final arrangements with respect to National Railway debt; has some reserves about Suárez, but recognizes that he has brought about a settlement of Mexico's external debt and done much to reestablish Mexico's credit abroad; doubts he would have accomplished this without insistence of President Avila Camacho; he brought up question of new credits for financing gas pipeline; seems a sound venture and income from it would cover interest and amortization; told Suárez U.S. Government would make no loans for oil exploration and development, but might consider gas pipeline a different, proposition; raised question with Suárez of recent Treasury circulars issued by his Ministry placing import license on hundreds of products; told him this practice was restrictive and a violation of trade agreement; Suárez will probably go to Washington and bring up matter of loan.en_US
