Enclosure: See No. 1505. Transmitting memorandum on U.S.-Mexican military cooperation particularly with respect to three radar stations to be installed in Lower California; Mexican Government cooperating; since writing memorandum, informed Foreign Minister U.S. personnel still having trouble with border officials and Mexican military in the North; President sent out new orders stating military and border officials were to carry out orders as originally issued, and instructed his Chief of Staff to see that they were carried out; believes there will be no further trouble; no point in complaining to President of General [Lazaro] Cárdenas' lack of cooperation; Government fully aware of his responsibility for difficulties; Mexico on point of declaring war and Cárdenas will then of necessity fall into line.
