Has learned Office of Coordinator of Inter-American Relations still considering action among Catholics in American republics; Catholic clergy, particularly lower clergy, preaching political sermons and showing friendliness not only to Franco Government but to Germany and Italy; trip of [Frans] van Cauwelaert, a good Catholic, through the Americas helpful, but serious situation still exists; action should be taken, but it should be by Catholic Church and not by any agency of U.S. Government; believes these clergy who are propagandizing are receiving instructions from Madrid.
