States that Cuba is desirous of negotiating loan to be used for agricultural development and public works; Cuba has liquidated all debts to American claimants except Morris claim and expects to reach agreement on that shortly; national budget has been reduced and Government studying ways to reduce it further; suggests ways loan and interest might be repaid, but open to further suggestions from U.S.; expresses appreciation to U.S. for sugar financing arrangement.
