Description
Lunched with [Harry L.] Hopkins [recently appointed Secretary of Commerce]; has had high regard for him, but disturbed over ideas he expressed at luncheon; his greatest interest appears to be foreign commerce; indicated his intention of bringing into Department capable business men who would be willing to serve the government at a sacrifice; fears he is in for disillusionment; such practice would result in much publicity, and may disturb constructive efforts now being made; old type of sales methods abroad no longer effective under existing circumstances; government efforts to hold and develop foreign trade confined to keeping open channels of trade; time is favorable for consolidation of Foreign Services under State Department; should be definitely decided on before Hopkins can carry through his plans for reorganization of Department of Commerce.
