Abstract
Description
The purpose of this paper is to describe and analyze the observations made in our recent field trip to New Brunswick. The initial purpose of the field trip was to examine:
(1) the nature of the problems related to the flooding and
(2) the response of the Fredericton community to these problems. In the field,
the research objectives were somewhat redefined to include: (1) an examination
of the response to the disaster for the St. John River valley (including
Fredericton), and (2) an examination of the recent history of Provincial
Emergency Measures Organization (EMO) which offers an opportunity for a useful
case study of the social change of an organization, both in terms of its structure
and its legitimacy.
