The Gerard J. Mangone Center for Marine Policy(CMP) and the Marine Policy Program (the graduate program offering the master's and doctorate degrees in marine policy) have more than 30 years of experience, having been created in 1973 and 1972 respectively. The Center was the first of its kind established at an American university. Marine policy researchers at the University of Delaware are involved in a number of cross-institutional and cross-national collaborative efforts to develop and disseminate new approaches to the management of ocean and coastal areas.

The Center conducts a broad range of research and policy studies emphasizing the application of policy analysis and other analytical tools to the management of ocean and coastal areas on national, regional, and global scales. A major emphasis of the Center has been on integrated coastal and ocean management, particularly on the development of governance approaches that move beyond present single-sector approaches toward multiple-use management regimes.
