DescriptionIn days of crisis it is satisfying to know republics of America are a unit in their determination to maintain their liberties, their sovereignty, and their institutions; congratulates members of Pan American on having been pioneers in work of inter-American unity; responsibility for present war must rest to some extent on peoples of the democracies; it was plain to many government leaders what Axis powers were preparing for, but people would not be convinced or permit their governments to take necessary steps in defense; if Americas were late in recognizing danger and sacrifices and effort have to be the greater for not having done so, that recognition is now complete; transformation of industry to wartime basis cannot be accomplished in a day or a month, but it is going ahead with great speed; machinery of war alone won't win the war; it will require men to man the machinery, and all forms of sacrifices; cementing of unity among American republics an essential factor toward achievement of victory; Government and people of Mexico meeting their responsibilities; after victory is won, it will be the responsibility of democracies to take appropriate means to assure that peace and security will not be again threatened.en_US
