Description
Congratulates Warren on contribution made to Mexico City meeting; went, with wife, to Guadalajara for weekend of badly needed rest; saw U.S. Consulate in Guadalajara for first time; all inter-American meetings during last hundred years have had their significance but the meeting just closed proves to be the most fruitful; it was the time and circumstances under which it was held and the reality with which problems were faced; preparatory work by [Ezequiel] Padilla, and calibur of American delegation led by Edward R. Stettinius and Nelson Rockefeller contributed to success.
