Enclosure: See No. 1601. Statement issued by Foreign Office regarding resumption of diplomatic relations with Bolivia unfortunate in that it implies development the result of Mexican initiative; main contribution of Mexican Government was setting June 23 as date for resumption of relations; [Ezequiel] Padilla probably thought it necessary to make such announcement to strengthen his position and that of his government; thinks it unnecessary to discuss statement with Mexican Government; may be advantageous to have it believed in some quarters that Mexico rather than U.S. initiated movement toward resumption of relations with Bolivia.
