Air maneuvers on large scale near Mexico City on Mar. 5; yesterday at dinner given by Air Force officers President Avila Camacho congratulated officers and spoke of possibility of Mexican air units participating in combat zone; purpose of maneuvers and speech at dinner was to lay foundation for official decision; official word will probably be received today; will inform General [Henry H.] Arnold immediately so that he can take next step.
