Suggests reply to [George Fort] Milton's letter of Sept. 4; quite right that submarine warfare has been condemned in various treaties and conventions since Great War; cites articles from Treaty agreed upon by U.S., British Empire, France, Italy and Japan; in 1936, under [Joachim von] Ribbentrop's signature, Germany agreed to adhere to protocol incorporated in Treaty.
