Thanks Messersmith for background material on Myron Taylor's Committee; encloses report made by General Sir Wyndham Deedes for British Undersecretary for Foreign Affairs; has had number of American visitors from Jewish Joint Distribution Committee; realizes no changes can be made in U.S. immigration laws and government cannot contribute funds for alleviation of plight of European Jews; substantial sums available from private sources; important not to have Jewish activities in Austria centered in wrong hands; difficult to find places where refugees may go; other problems are transit visas, transportation, soup kitchens, care of sick; Jewish morale shattered, his capacity for passive resistance undermined; State Department obliged to stand aloof; cannot interfere in matters not involving American interests; an American version of Sir Wyndham Deedes should be sent quietly to Vienna.
