Appends [Otto C.] Feldheim correspondence concerning the American Chamber of Commerce in Berlin; when Messersmith went to Berlin as Consul General he found the Chamber was really a German organization indirectly controlled by the Foreign Office; he had insisted upon its reorganization and thought it had been put on a fairly sound basis; Arthur Dunning the paid Secretary, though an American citizen has been in Germany so long he seems to have absorbed the German viewpoint.
