Acknowledges letter of the 9th enclosing copy of letter of Nov. 6th; will read as soon as time permits; result of election indicates administrative program has approval of public, but to large extent it represents personal tribute to President; glad to have Messersmith's statement about Senator-elect [James H.] Hughes; asks Messersmith's opinion as to whether there will be war on large scale within two or three years.
