Abstract
To address the need for local governments to plan more prosperous and livable communities, a new integrated approach to transportation planning, land use planning, and community design—called Complete Communities—is gaining momentum at the state and local government levels. In January 2012, the University of Delaware’s Institute for Public Administration (IPA) initiated a project titled Formulating a Framework to Plan for Complete Communities in Delaware, which was funded by the Delaware Department of Transportation (DelDOT) and conducted in collaboration with the Delaware Office of State Planning and Coordination (OSPC).This phase of IPA’s Complete Communities project included a focused literature review of Delaware planning initiatives and national best practices, work with two pilot communities in Delaware, and the development of a comprehensive outreach strategy—including launch of a Planning for Complete Communities website (see completecommunitiesde.org).
