DescriptionMore pro-Italian attitude evident in Austria since changes in cabinet; changes brought about under pressure of Vice-Chancellor Prince [Ernst] von Starhemberg who saw his own position weakened through falling Italian prestige in Austria; as head of the Heimwehr outside Vienna, Starhemberg had 4,000 of these troops brought from Lower Austria to Vienna on Oct. 17; no action was required as there was no disorder, but they were there as a threat of force; many Austrians resent this threat; Italian government delighted with changes in Cabinet, but some concern felt in Paris and London; British Minister reminded Austrians that in recounting all the favors received from Italy, they were forgetting the very substantial support received from England; likely to be other changes in Cabinet; position of Foreign Minister not as secure as it was.en_US
