A. Harriman,asked that officer from State Dept. meet with committee of council and explain proposed consolidation; Messersmith met committee in New York as guest of Mr. W. C. Dickerman; learned that Council had been given erroneous impression that whole Bureau of Foreign and Domestic Commerce was to be transferred to State Department; explained to committee how consolidation would be to advantage of not only government but business; committee seemed in agreement, but hesitant to lend their support in opposition to Dept. of Commerce; thinks Roper feels that transfer of Foreign Commerce officers from his Department would lower prestige of Department.en_US
