DescriptionReceived telephone call from [William P.] Cochran on matter of El Salvador; [Ezequiel] Padilla hesitates to invite El Salvador to meeting of Foreign Ministers for fear Guatemala and possibly Costa Rica would abstain from attending; Cochran reported he had talked with Warren and [Nelson] Rockefeller and was authorized to say both Guatemala and Costa Rica would attend meeting but wanted to withhold recognition of El Salvador Government until March 1; duly reported to Padilla who will probably go ahead with El Salvador recognition; hopes U.S. doing the right thing but has some reservations.en_US
