Description | Enclosure: See No. 1626. Reports further on Inter-American Bar Association, meeting in Mexico City; all sorts of questions of a political nature raised; resolutions proposed concerning independence for Puerto Rico, settlement of Chamizal dispute in favor of Mexico, and doing away with diplomatic immunity; a Texas lawyer named Parales gave interview to several newspapers on discrimination against Latin Americans in Texas; one group of Americans, particularly those of the Lawyers' Guild, supported the propositions of the radical elements; a number of good people here from U.S. including Frederic R. Coudert of New York; some of them, disturbed by what was taking place, called at Embassy; responsible organizations, such as American Bar Association and Association of International Law were ready to withdraw from Inter-American Bar Association; persuaded them not to; it would only result in formation of a Latin American association; all objectionable resolutions eventually voted down and a resolution passed clarifying Constitution to effect that political matters and subjects affecting internal affairs of states are excluded from discussion; no real harm done except for bad publicity. | en_US |
