Mexico practically without sea transport to U.S.; rail and highway transportation needs improvement in order to get Mexico's raw materials to U.S. markets; U.S. might supply some rolling stock and parts for locomotives out of repair; Major Hill in Mexico making survey of rail facilities; special missions sent out by various Departments and agencies of U.S. Government only cause confusion and are ineffective; agrees that no mission should go into any of American republics without knowledge and approval of State Department and that such missions work through local Embassies or Legations; in Mexico City [Thomas H.] Lockett, Commercial Attaché appointed to handle problem; Dr. [Alan M.] Bateman's mission involving sources of strategic metals has been effective; he has maintained close contact with Embassy and has had cooperation of Mexican authorities; has noted Welles' comments on importance of maintaining Mexican economy and proposal of cooperative program for development of Mexico's natural resources and industry; many ways U.S. can help Mexican economy; sees no objection to setting up immediately economic survey committee composed of Mexicans and Americans; suggests Bateman as head of American section; a minerals specialist, he has almost completed minerals survey and is man of broad judgment and understanding.en_US
