Memorandum giving substance of Department's telegram of Nov. 12 delivered to Foreign Minister [Ezequiel] Padilla; telegram indicated U.S. in accord with ideas expressed by Padilla in his memorandum except that his approach might be misunderstood as means of "finding a formula" for recognition of Argentine regime before adequate guarantees were offered; Padilla insisted such was not his point; Padilla concerned by idea prevalent in some American countries that U.S. more interested in punishing Argentina than in having her "return to the fold"; thinks meeting of Foreign Ministers has better chance for success if U.S. remains in background. | en_US |
