DescriptionSince return to Havana Tuesday has been occupied getting picture of situation; general feeling of pessimism in Cuba and lack of confidence in [Fulgencio] Batista [y Zaldivar]; Batista seems not in control of situation and is badly advised; some good men in his entourage, such as [Amadeo] Lopez Castro and [Domingo] Ramos but he listens to others rather than to them; [Pedro] Martinez Fraga, Ambassador to U.S., feeds him bad advice and misinformation about U.S.; commission appointed to go to Washington to discuss economic cooperation includes Lopez Castro, [Eduardo I.] Montoulieu, and Oscar Garcia Montes, all good men and well informed, but also includes Martinez Fraga; they plan to ask for $50,000,000 loan; decision not to discuss loan apart from whole economic relationship is sound; if loan is made, some means of controlling its expenditure should be set up; it will otherwise line the pockets of the politicians; may be some delay in inauguration of Batista because of election disputes.en_US
