Told Armour and Spaeth he was planning to see [Ezequiel] Padilla today; Armour and Spaeth said best course was to have meeting of Foreign Ministers without Argentina as long as present government in power, but U.S. would not refuse to sit in such meeting if other American republics insisted upon it; they thought further consultation along lines set forth in Padilla's two memoranda would not lead to useful result, but suggested Messersmith not discourage Padilla in his attempts, and tell him U.S. appreciated his collaboration. | en_US |
