Discusses controversy over whether the President and Secretary of State kept Commanders of Army and Navy forces at Honolulu informed adequately with regard information received concerning possible attack by Japanese; Messersmith not in Washington at time of attack, but was there two weeks earlier and a few days afterward, and had talks with Secretary; both he and President knew that attack was imminent and that Pearl Harbor was a likely spot, and had so warned the Commanders in Hawaii; they had particularly warned about concentrating large numbers of vessels at one time in Pearl Harbor; practically the whole fleet was there every weekend.
