Description
One of duties as Assistant Secretary of State was to serve as head of Foreign Service Personnel Board; every so often Board drew up list of promotions and submitted it to President; lists were drawn up with much care; President almost invariably gave list his O.K. and sent it on to Senate for approval, but on one occasion he held list for weeks; when inquiry was made could get no reply except that list was under consideration by President; finally Messersmith, with Sumner Welles, went to see President to learn reason for delay; President said he objected to several names on list; his judgment was valid if his information was correct; inspectors in various parts of world were instructed to go to posts where individuals in question were stationed and investigate; in every case what the President had said about these individuals was verified; has always marveled at how wide and correct his sources of information were.
