Request of Argentina for meeting of American Foreign Ministers presents problem; present regime in Argentina aware of actions it must take before recognition is extended by other American republics; nothing could be accomplished at such a meeting other than reciting Argentina's failure to comply with her commitments and perhaps hearing more promises from Argentina; meeting of Foreign Ministers desirable to discuss post war problems as both Mexican and Cuban Foreign Ministers have proposed, but Argentina, by cooperating with enemies of Allies has forfeited right to participate in peace planning; suggests Mexican Foreign Minister recommend to Governing Board of Pan American Union that Foreign Ministers of American republics which have cooperated in war effort hold meeting in Mexico City; if Mexican Foreign Minister sees fit he might also recommend final item on agenda be "the request of the Farrell regime for meeting of Foreign Ministers to consider international position of Argentina"; and regime be invited to send representative, such representative to appear only at conclusion of regular meeting; Argentina would thus not be denied the hearing which she claims she is asking.
