Description
With wheat coming from Australia by ship, thanks to War Shipping Administration, and from U.S. by rail, wheat situation in Mexico satisfactory; corn situation not so good, with Argentina only source of supply; transportation main problem; wishes to correct impression that "Mexico is doing nothing to help herself" in the food shortage; reminds Duggan only 6 percent of Mexican land is arable; some land could be brought into fertility through irrigation or clearing of forests; several irrigation projects under way but cannot be completed until needed equipment is available; land is poor and requires fertilizers, which peasants cannot afford even if they were available; many young Mexicans have studied in agricultural schools in U.S., and are capable, but working against great difficulties.
