President sent to Congress today reorganization plan number two which includes consolidation of Foreign Services of Agriculture and Commerce with that of State; sending copy of joint statement made by three Departments to press, indicating full approval of all three; measure a constructive step in strengthening machinery for conduct of foreign affairs; best interests of all are promoted by consolidation; sending memorandum giving background and main outline of plan.
