Argentina blocking progress at Lima Conference, wishing to maintain ties in Europe for political and economic reasons; Lima declaration on solidarity of American republics should be unanimous, but better to have a strong majority declaration than a watered down one to satisfy Argentina; German Chargé d'Affaires lodged protest with [Sumner] Welles against [Harold] Ickes' speech; Welles told him he could not receive such a protest; German papers now hint at break in relations with U.S.; break more disadvantageous to Germany than to U.S.; compared to articles in German press, derogatory to President and Mrs. Roosevelt and to [Cordell] Hull, Ickes' statements were mild.
