Description
Gratified war has been avoided, but fears issue only delayed; England has deserted her erstwhile allies in her fear of Russia; U.S. must build up defenses, and educate the public to the present danger; realizes President and State Dept. cannot take strong stand without public backing; education of public should be nonpartisan effort by carefully selected personnel.
