Description
Lockett hoped that the State Department planned to go further than the present coordination agreement; believed that all foreign service should be consolidated under State Department; Messersmith agreed; Consolidation would be in the interest of the government and would contribute to efficiency and economy; Lockett said most representatives of other Departments abroad were in favor of consolidation; he had had instructions from his Department directly contrary to those issued by State under the coordination agreement.
