Description
Sending to Carr copy of today's letter to Secretary; letter of Feb. 9 very long, but not unmindful of Carr's advice about length of letters; statements of facts or conclusions to be useful, must be accompanied by supporting data, and almost impossible to keep such letters within certain limits; has cut down on volume by writing only every two weeks; would like to discuss with Carr certain phases of form letters should take; hopes to see Carr about middle of April.
